Stay close enough to walk into the central sequence, but inspect the exact block. A city-centre label does not prove quiet nights, a step-free building or an unaffected tram route.

Upper Town is strongest when atmosphere outranks convenience

The historic upper city rewards travellers who want old streets and heritage at the beginning and end of the day. Its elevation is part of the experience and part of the friction.

Choose an edge that gives you a clear route down to the Lower Town rather than assuming every romantic pin is equally easy. Current works, closures and funicular or transit status need live checks.

Treat Zagreb as a destination, not spare time before the coast
